At a meeting of the State Commission for Arctic Development planned for November 20, 2015, the commission members of the expert board will discuss the participation of Russia's constituent entities and municipal units, which are part of the Arctic zone, in international organizations. They will also discuss the drafting of the law on the Arctic, TASS reported citing the State Commission activity management center.

The State Commission for Arctic Development headed by Deputy Prime Minister Dmitry Rogozin was established by a presidential executive order in February 2015.
