Tsybulsky: New presidential plenipotentiary envoy to the Northwestern Federal District pays special attention to Arctic security and the environment

Recently appointed Presidential Plenipotentiary Envoy to the Northwestern Federal District Alexander Gutsan is well versed on the main issues of the Nenets Autonomous Area and is paying significant attention to the environment and security in the Arctic region, said Nenets Autonomous Area Governor Alexander Tsybulsky.

This Wednesday, Russian President Vladimir Putin appointed former Deputy Prosecutor General Alexander Gutsan the presidential plenipotentiary envoy to the Northwestern Federal District.

"Alexander Gutsan has been to the Nenets Autonomous Area many times; he knows the peculiarities of the region and is very familiar with the main issues that we get to resolve, including in close collaboration with the Russian Prosecutor General's Office — I am talking about the issue of delayed construction projects," Tsybulsky explained.

Tsybulsky also added that he spoke with Alexander Gutsan this September, during the Russian Security Council meeting on security and the environment held in Naryan-Mar. Tsybulsky hopes that Gutsan will support solving the issues of security in the Arctic region and building relations between local subsoil users and the nomadic population.
