Rosneft suggests the Russian government provide incentives for projects to develop Arctic resources

Rosneft and the Russian government are discussing a package of measures that would provide incentives for the development of resources in the Arctic, TASS cited head of Rosneft Igor Sechin as saying at a session of the St. Petersburg International Economic Forum. 

"Currently, we're working with the Russian government in order to provide a legal basis for a range of investment incentives that will help make this Arctic oil cluster profitable and globally competitive," he said. "The oil cluster will account for the bulk of freight traffic along the Northern Sea Route and will make itself known around the world in the near future," he said.
