It is expected that nomad people will be able to register at municipalities located at the nomad camps. The State Duma Committee for Nationalities' Affairs recommended the chamber to adopt this bill in the first reading.

According to the Committee's First Deputy Chairman Ildar Gilmutdinov, the initiative was developed to close up the gap in the current legislation and to improve the registration procedure for nomads living in Russia.

Gilmutdinov noted that substituting the term "municipal district" with "municipality" will ensure the rights and freedoms of the nomads.
